How safe is traveling in Europe on a 249 cc scooter?

My friend and I planned a trip to Europe about year. We plan to travel on two Honda Ruckus / Zoomer scooters (249 cc), which require a motorcycle license, and can go up to 120 km / h. We start from Kiev, Ukraine, and travel through Poland, Czech Republic, Germany, France, Spain and travel back through the countries of southern Europe. Is it safe to travel without any support, sleep in tents, wherever possible to save money? What are the things that we have through and think about before leaving on a trip?
