Can I ride a scooter with a student license in VA?
Hi, I live in Virginia, I am 19yrs old and I got my learner's permit for three years. I get a scooter because its cheaper than a car. The reason I have not got my driving license because I have no car to take the wheel of the test, and no one else has the time or guts to let me borrow their car. However, it is legal to a 49cc scooter (Honda Metropolitan) ride with just a learner permit?

You should also note in VA for the Metropolitan, though with a 49cc scooter is higher than the 30 mph limit to be classified as a "MOPED". Mets are "engines" in VA.
