Scooters Vespa Honda

Do I have a motorcycle or scooter?
I need either a motorcycle or scooter. I drive an ordinary car to work everyday, that's only about 5 miles away. I spending too much on gas to go to work and would like to ride. I would fairly safe (as safe as it can get out of a car) and cheapish. Vespa and Honda Rebel Both are about 2k. I want good gas mileage. I dont drive too much. And if necessary I could take my car to go to places. What do you suggest? I want a Vespa, but everyone says that a motorcycle is safer and more practical?
