I need a permit to drive motorized bicycle in San Diego, California?

I know that scooters and "motorized bicycles" require M2 license in California. My question is how many people actually have a license, and what are the chances that I really ever need, although I Riding a bike? I really should cop a ticket? Would not even know what it is? I read 1 story where a man had stopped on a moped and was told to wear a helmet, and that was it. I have friends who have mopeds / scooters and do not have licenses and are driving them for years without problems. Do you think I should go through the trouble to get a license? I want to use it to ride to the beach and other local spots for off-road bike trails and bike lanes. I know that the answer is yes, it must be safe, but how many of you would actually get?

Motorized bicycle is: • two-or three-wheeled device, capable of no more than 30 mph on level ground and equipped with:-fully functional pedals for human propulsion. -Combustion engine produces less than two gross Brake horsepower and an automatic transmission. - Electric motor, with or without pedals for human propulsion. (VC § 406 []) • vehicles with pedals and an electric motor (not more than 1,000 watts) which can not be controlled speeds over 20 mph on level ground, although, in cooperation with human power. The engine must stop when the brakes are applied or the starter release switches. (VC § 406 [b]). If you operate a motorized bicycle which meets the definition of VC § 406 [b], you can: • Must be 16 • years of age or older must have a properly fitted bike helmet on and off. • are exempt from motor vehicles, financial responsibility, driving license, and moped plate requirements.
