What is the best, cheapest, most efficient moped / scooter can be purchased in Lexington, Kentucky?

I recently got a job throwing papers and I am so spending more money on gas than I used to. I am considering buying a moped to help in my business carrier. (Still have to figure out how I work with documents. Any suggestions??) I need something or 50cc less due to licensing and insurance, and everything that is necessary. Looking to spend more than $ 1,000 dollars, if that. What type should I buy? Does anyone have any good references on where is a good place to buy one? Bad advice would help too. ;]
