Sounds like a Louisiana and New Jersey, using the same definition - the moped must have a bike pedals. Scooters 50cc, without even the pedals get a moped license, so maybe confirmation of a motorcycle driving license. The law you quoted in Louisiana, it is quite clear-you will need pedals to be classified as a moped or motorized bicycle and 25 mph maximum speed is limited under 50cc engine, less than 1.5 kW, no shift transmission.
