Scooter laws / requirements?

A few months ago, my brother bought a scooter to drive there and back to work. However moved and no longer able to use it. Asked my husband and I saved our house because we have a shelter also told us that we could ride whenever we wanted. We told him no problem and we present it here. Exactly recently asked us if we wanted to buy from him, because he has no use for him.
