what are the speed limits for the use of mobility scooters on public roads?

I got mobility scooter for my personnal use as i want to get some more top speed is 8 mph. I am informed that the minimum speed should be at least 10 mph to use roads at 4 mph on pavements. How do people follow in rural areas, where there are no such things as roads?

I `m thinking there is no legislation on these matters ... seen I have these scooters on major roads ... crossing very busy roads had to stop thinking right at them, etc.. really worry me honestly I feel its only a matter of time before we have one fatality ... then maybe we have some legislation, and will have to be taxed and insured like any other motor vehicles ...
