anyone know the laws on pocket bike (small gas crotch rockets) in Delaware?

ive searched on-line law and cannot find em and I I hate to call the police station as always sound as if he woke up on the wrong side of bed ... gf and I want to get a mini bike, pocket Rocket / pocket bike ... do u need to sign up and have insurance or just drive around town? ... I have actaully stopped on the cheap Walmart electric scooter, but it was, is pa .... so i didn't want to get into trouble on the bike gas mini ... if you need it written that means Proll that would be necessary to check correct? ... plz help im clueless and want a new toy!
