NYS law, as well like most around the country, driving that car with petrol engine. If the motor (electric, hydrogen, solar, or wind up), and it is not exempt from tax, it should be liability insurance license to operate, a vehicle that meets standards and pass inspection. Can act as a vehicle without being caught or noticed, but then again you will be subject yourself to the mercy of the arrest. He could pass each of these subjects and you have very serious fines to be addressed. Or ... he could only watch otherwise.
